Windows 7 User Submissions

Windows7 Does nothing on Boot.

i m using a dell machine with windows7 installed on it .last time i gave it to my little sister ,i dont know what she has done to it ,now i m getting on wall paper and this mouse cursor on boot .nothing else does work not even.. ctrl + alt + del .
