Windows 7 / Explorer dowload problem

I was using windows vista on a dell and was working great. I got the upgrade from vista to windows 7.
The install went smooth and it asked if i wanted the new explorer web browser. sure why not.

The problem is that on my university web site I some times need to open or down load "word" files.

You click on them and it opens the dowload window, askes you where to save the file and acts like it is downloading.

However when you go look for the file it is no where on the harddrive.

Also I have tried to down load other programs that i purchased on line and dud the dowload install and the program runs thru the process, completes.

However when you go looking for it or the icons to run the program, it is not on the hard drive anyplace.

Does anyone know where to get a fix for this, or how to fix this.
