Windows 7 User Submissions

I am using windows 7 and internet explorer 9. My problem is that sometimes when I am completing an app I answer the questions, but when I want to close or go to the next page, I can not see the action button at the bottom. I try to drag the page up, but it snaps back. Is there a way to disable this? Thanks, any help would be appreciated.
