Vista Home Prem 64bit to Windows 7 Home Prem 64bits

It says on the package "Intended for system builders only". Now just what does that mean in non-geek language?

I plan to install this product on a Dell Inspiron 1535 running Vista Home premium on a 64bit precessor.

Did I but the correct product for my upgrade to Windows 7?
