Upgrade from Home Premium 32-bit to Pro 64-bit?

Can the Win7Pro 64-bit Upgrade package be used to upgrade from Win7 Home Premium 32-bit, which seems to be the package of choice for about 99% of the Win7-preinstalled machines, OR, is the upgrade package limited to upgrading from Vista?
