You can probably start it in Win7 32 bit but even in Vista you can not upgrade Vista 32 to 7 64.
After starting in 7 or vista to goto 64 you have to do a clean install.
Before then you should use the file transfer wizzard to record all the setings in your computer. You will have to install your programs first then when you use the settings and file transfer wizard.
