Windows 7 User Submissions

Here is my problem.

In the government office I work in, we have 10 computers using the same internet router.

Every computer has confidential information that cannot be shared by any of the other computers. Everyone has Windows XP except for 1 which is new and has Windows 7.

The person running the new computer arbitrarily decided they were going to network with all the other computers.

The rest of the computers have now blocked the new one but we are wondering if there is still a threat and can we somehow shut this operation down on the Windows 7 program?

How about the Windows XP? We have never had this problem until the new computer was installed.
