Taskbar won't keep in front of programs

When i done that, i am curious why is the notepad in front of the taskbar. As i know thats only task manager which is in front. After it i focused on my maximized browser, of course it's weird. The notepad is still infront of taskbar lol. Funny! After i open task manager and it was back to normal. Behind again now :D

Before there's also an error on taskbar like theres a many unarranged broken lines. After i right click want to open task manager, it's back to normal. Huh? Whats happening on 7? maybe 8 is just a fix plus a little more features.
