Taskbar Auto Hide Does Not Work

The Auto-Hide function on the Taskbar works for the first time after a boot up.

After that, the taskbar stays on top of the open application, making using Publisher and Excel annoying, requiring to move the taskbar to the right, left, or top to get it away from page selections, etc.
