Start Menu Error

I place my start menu at the top of my screen in windows...

Every time Windows opens up there is a small addition to the start menu hanging down and I have to move the start menu to all sides of the screen and place it back at top until the "LIP" goes away...

Not sure why it does this but it happens every time I restart my computer...

Gets really annoying sometimes and if I try and resize the start menu the lip just gets bigger and bigger...

Anyone have a clue why this happens?
