Start Menu closes / IE flickers refreshes

Installed on a Dell Latitude D630 (built for Vista). Just like in Windows Vista, I experience flickering in IE, and the "Search for programs and files" text field, where I can't type in the address bar as the address bar continuosly refreshes itself.
In addition to that, I can't select anything from the Start menu with a mouse as it closes before I can make a selection.
If I use the arrow keys, I can browse and select from the Start menu.
I've scoured the internet and have found no solutions.
