some files are missing from my os win 7 home premium

i am using windows 7 home premium hp pavilion laptop but i have noticed that some files are missing from my os that is when i restart my note book it is displaying RUN DLL ERROR WINDOWS132.ROM FILES ARE NOT EXISTING in order to void this i need to update my os how can i ?
