Setting a System Restore Pont

For some reason I can't set a restore point on my HP Laptop using the System Restore program in Windows 7. I get a 80042308 error code when trying.

The first time I got the message I did a clean install of Windows 7 Home Premium. I still got the error.

I then did a clean install of Windows 7 Ultimate and still get the error. Any suggestions?
