Run It Thrice

So...... the programs pinned to my task bar won't run until i click them three times... yeah weird. The weirdest part is: it's not a variable event. you'd think with a weird bug like this it would be random especially when we're talking about windows. BUT... every single time i try to run anything off my task bar (excluding windows explorer.... oddly enough) I have to run it 3 times. Never twice. Never 4 times. Always 3. What the fork. HELP
