Personalizing my new Gateway

I got a new Gateway netbook with Windows 7 installed on it, but I don't seem to be able to personalize it (i.e. change the window colors, change the desktop from the normal assortment of pics, etc)

Can Anyone help, or at least tell me what is going on?
