no text, only symbols (win7/64 Pro)

After an extensive update session on my PC, it now displays only symbols (ascii???), starting already in the log-in window. (see pictures)

Yes, I can log in typing my password on the keyboard, but it's not possible to navigate further on with gibberish symbols in the menues to enable a restore to an earlier date. Neither does external restore disks function for the same reason.
Yes my PC is very well protected with several layers of firewalls and AVG pro and Malware protectins, and yes I've later on run virus, malware, rot kit killers etc on the Pc, via AVG rescue disks etc!!

Looks like the text editor is set to display a code?
Anyone seen or had this problem before?
Solutions???
