Legacy app does not run under Windows 7

I have a legacy app that has to run under compatibility mode for all its features to run correctly on Vista.
My installer sets a Registry entry that causes it to run under XP compatibility when installed on Vista.
The same app when installed on Windows 7 with the same compatibility setting will only run with elevation.
For some reason it seems that running any application on Windows 7 in XP compatibility mode requires elevation.
I've solved my problem for now by having my installer set the Registry entry for Windows 2000 compatibility when installing on Windows 7.
The app runs fine and there's no elevation required. Odd that XP compatibility requires elevation but not Windows 2000 compatibility. Why is this?
