I have bought a new notebook featured a genuine type of Windows 7 Starter as OS within.

I am confused when I could not set the desktop features (such as: wallpapers, screen saver, etc.) because no “desktop properties” in control panel and when I tried to get help from Help Menu, the feature “change desktop background” is not working.

So can you help me to activate desktop properties?
