in windows 7 starter you can't personalize themes pack (themes pack includes walpapers, sound, screen saver, etc), beside that Aero peek is disable in this OS (when you click right mouse in the taskbar and chose properties, you can see at the bottom "preview desktop with aero peek" is disable and you can't enable that function). for windows 7 starter only 60% the features are enable, you must upgrade to windows 7 home premium or professional or ultimate to use full features of windows 7.
