Desktop Icon Text Shadow Bug

Googled, tried a bunch of tweaks and actions, and no solution.

This problem is very elementar and simple.
Here you have the usual quality of the text shadow on Windows 7, it's perfect:

But when you turn on the Desktop Slideshow function, the shadow quality will be very poor:

This probably happens because Windows has to change shadow functioning mecanism/rendering on desktop icons text shadows when using slideshow technology (crossfade rendering). Also, it's not enough to turn off the Desktop Slideshow to recover the shadow quality. The only way out is to turn off all Aero effects, logoff Windows 7, logon, and finally to turn on all the effects back.
Logically, as the problem is specifically with the shadows - and because they are black - this anomaly is very visible on bright wallpapers, but not apparent on dark wallpapers. So there is no problem when using only darker wallpapers, but people use brighter wallpapers too, which becomes a problem.

I believe it's a legit bug and probably no one has the solution other than Microsoft developers.
Ergo, I haven't come here seeking for a solution, but to know this:

How to report a bug to Windows 7 staff?

I searched on Microsoft website pages and no results. I also googled for hours and I only found out that it was possible to report bugs on Windows 7 RC, but now I don't have a clue on how to report this on Windows 7 Final Release. I found a guy that tried a lot to report a bug to Microsoft and the closer he got to it was a Microsoft email bot requesting him to SEND A LETTER to them specifing every detail. Well, if I lived near EUA, I could actually do that, but I'm in Brazil, and that is in South America. I believe I would need to spend some good money just to report a bug through physical mode.

Thanks for the attention, and I really hope there is a way to get this information to Microsoft, so they can make their product better and consumers more satisfied.
