DES is turned off, press any key to continue

by James
(Conway,Arkansas)

Sometimes during a sudden power outage or unexpected shutdown, instead of properly booting up,I get a message that "DES is turned off, press any key to continue.

"Which would be ok,if pressing any key actually did something. What I have to do is reset the CMOS to get Windows to reboot, which means removing my videocard and replacing it to reach battery and reset jumper.

Then I have to reset the clock and calendar for Windows Updates to work properly.

I need to know what DES is,so perhaps I can adjust the settings,or choose some other recovery options to avoid the above headache.
