Just had the same problem with Vista and through reading various complicated solutions on various forums, picked something simple and it worked.

Go to device manager, IDE/ATAPI controllers - right click on Serial ATA controller (mine is Nvidia) properties then on the "port" tabs uncheck DMA enabled and check "let BIOS select transfer mode".

Lo and behold, it works! Transferred 600+ mbs in less than 10 minutes at +3mbps, after spending nearly two hours yesterday trying to transfer 24mbs at 12+kpbs with DMA enabled.

not just usb.

I started to experience this on the 1st of July and since then have re-installed twice, and also tried removing usb drivers, modifying USB registry, as for some reason out 6 usb port iI have 4 on the back io plate, 2 on front panel, 2 on Dell LCD screen only one is registering as USB2.0 but my motherboard has USB2.0 for all of them only front USB port might be USB1.1. Just two nights ago I experienced a brown out in my basement oddly enought for the first time since installing RC version did my Logitech Z-10 finally work. But device mgr still says USB1.1 for all of the USB ports except one Logitech 9000 Pro webcam is on as USB2.0 device. Today I tried to burn some file to DVD it has takne more than an hr and yet another at least to transfer to DVD burner drive for a process that usually taken 7 minutes do. I am now putting on hold buying the pre-release of window 7 if this is a sign of future releases.
