My new Toshiba laptop running Vista no longer recongnizes my F:drive (CD-ROM).

I can’t install software, can’t play DVDs or CDs. Nothing!!
When i start my laptop the cd-rom light is flashing but later on its stop and not running anymore………… Help me!!!!!
