Active item has very faint highlighting

When I manually click on an item in a list or menu.

For example an email header in Outlook it will highlight in a dark easily seen color (I finally figured out how to change the highlight color in the Advanced Color settings).

However, if I click off of the item say inside an email or in a field or something associated with the selected item, the highlight turns an extremely light shade of grey.

I can barely see it!!! I have tried all kinds of themes and different colors, but nothing will change this default behavior.

What gives and is there a way to change this?
