Activation Error

Hi,
My father got windows 7 original. he installed it on his laptop and when i did on mine, i can’t activate it. error: 0xC004008.

A couple of sites said to activate via phone but the thing is i live in Pakistan. it only shows one number and on that no one picks up.

what should i do?
