According to Microsoft, linking an online account with your Windows user account makes it easier to share files and connect to other computers on a network.

You must install software from an online identity provider on your computer in order to link an online ID to your Windows 7 account.

An online identity provider is a company that gives you an account for accessing online services. These may include e-mail messaging, social networking sites and others such as online collaboration portals.
