A large number of business and home users decided to stay on Windows XP and as you can imagine, this is an important segment to Microsoft.
Since the structure of the two operating systems (XP and 7) is so different, the only way to install Windows 7 if you are still using XP is to format your hard disk and start again with a clean install.
Microsoft have made a video on how to optimize the upgrade process (as much as possible anyway).
